Large territories are preparing for new investment cycles, with significant effects on economic activity and on the municipalities' tax revenue. The question that guided our work went beyond how much is invested.

Technology should not be the starting point. Understanding the problem should.
The work began with an immersion in the problem: strategic dialogues with Vale's leadership, a review of specialized literature and a deep dive into the data that already existed, scattered.

The Social Impact Observatory.
The investigation evolved into the design of a territorial intelligence architecture: able to identify and structure relevant data, analyze risks and opportunities, assess impact, track indicators continuously and turn information into intelligence for decision.

Not a snapshot of the territory. A structure to follow its transformation.
Instead of portraying a single moment, the proposal was to build something able to read the territory over time, where it came from, where it stands and where it can go.

The design reached the level of anticipating a Theory of Change, data collection instruments, data integration, dashboard, periodic reports, impact assessment, an evidence bank, a simulator and scientific output. For the essentials, four capabilities:

Developed in dialogue with Vale, at the concept and strategy level. The solution was designed end to end and was not implemented, the value of this case lies in the rigor of the diagnosis and the design.

At RVR1, we combine specialized knowledge, data and technology to understand complex problems before building the solution. More than designing an observatory, we showed a capability: taking a large, complex problem full of variables and turning it into something structured and executable.
